Not able to load pcrypt

Description

Pcrycpt loading cmd(sudo modprobe tcrypt alg="pcrypt(authenc(hmac(sha1),cbc(aes)))" type=3) is failing with error(modprobe: ERROR: could not insert 'tcrypt': Resource temporarily unavailable).
Not seeing pcrypt driver loaded in /proc/crypto

To load pcrypt, is it necessary that value of CONFIG_CRYPTO_PCRYPT in /boot/config-* file must be y ?
