VPN connection for Windows client

Hi all
according to the documentation,
Windows 7 and newer releases (including Windows Phone 8.1 and newer) support the IKEv2 and MOBIKE (RFC 4555) standards through Microsoft's Agile VPN functionality and are therefore able to interoperate with a strongSwan VPN gateway using these protocols.

because we are using some problem with the FTP file transferring using the VPN connection, is it possible to configure (like for linux client) an IPSEC connection with IKEv2 with a Windows client without using a VPN?

IKEv2/IPsec without VPN? What exactly are you trying to ask?

I'm asking if it is possible to configure an IPSEC/IKEV2 connection with a Windows client without creating a VPN on the windows client side as we do for linux to linix connection

I still don't understand what you mean. You are creating a VPN on Linux. You might just not realize that.

I'm not creating a VPN on Linux client. the question is for Windows client.

So you are not using strongSwan to connect from one Linux box to the other?

If the hosts can directly reach each other you can obviously connect without VPN. But IPsec/IKEv2 = VPN.
