Description

If a client initiates lots of Quick Mode exchanges in quick succession the third message of an earlier exchange might arrive after the initial requests of subsequent exchanges. By default we only track state for 2 concurrent QM exchanges, so we might not be able to verify the third messages and complete the exchanges successfully.
