ipsec update does not seem to work seldom

Hi All,
Below are my steps that i am executing:
1) ipsec is running and has few connections defined in ipsec.conf file, ipsec status shows then in ESTABLISHED state.
2) ipsec.conf file is updated and 1 more connection is added.
3) update ipsec and UP newly added connection name.
4) it fails to UP then tunnel and /var/log/messages shows/ charon message : received stroke tunnel2, no config named tunnel2.
5) however if i wait for next 2-3 minutes and again give ipsec update command then tunnel2 comes up
this shows there is no change in step 4 and step 5 configuration but conn comes up after 3-4 minutes.
Any pointers?

Since this is an older ticket, I don't know if it is still relevant.

Do you actually use ipsec update? Or do you use ipsec reload? Only the latter loads newly added configs and deletes removed ones.

As these commands are executed asynchronously this could be the case because it will take a while to load the new configs. So it might very well be that the tunnel2 config is not yet loaded when you try to up it.
