Description

Racoon supports a Vendor ID Payload (13) that allows fragmentation to happen at the IKE layer. The fragmented packets have next-payload type value of 132. Does pluto support this? I don't see next-payload type 132 in the pluto source code.

Pluto did not support it, but charon does since 5.0.2.
